Dominic Bowkett, Building Surveyor, Domestic Energy Assessor & Retrofit Assessor

Dominic Bowkett, MRPSA · ACABE · CertDEA · Retrofit Assessor · MSc Building Surveying · BA (Hons) · GDL — a building surveyor, domestic energy assessor & retrofit assessor specialising in housing health, HHSRS hazard assessment and damp & mould.

Who I am

I'm a qualified Domestic Energy Assessor, Retrofit Assessor and building surveyor (MSc Building Surveying) working in residential property condition and housing health. My focus is the area where building performance meets people's wellbeing: damp, mould, ventilation and the hazards assessed under the Housing Health and Safety Rating System (HHSRS). You can also find me at dominicbowkett.com.

Alongside my own assessment and survey work, I'm a trainer and assessor of Domestic Energy Assessors and Retrofit Assessors with Energy Trust — so I both do this work and help train the people entering the profession.

I created this site to give tenants, landlords and fellow professionals a single, trustworthy place to understand their rights and duties as Awaab's Law reshapes how damp and mould must be handled in England.

My qualifications

I write under my real name and credentials because, in a subject that affects people's health and money, expertise should be visible and checkable:

CertDEA
Certified Domestic Energy Assessor — qualified to produce Energy Performance Certificates (EPCs); accredited with Elmhurst, ECMK and Quidos.
Retrofit Assessor
Qualified Retrofit Assessor, registered with ECMK, Elmhurst and Quidos.
MSc Building Surveying
Master of Science in Building Surveying.
BA (Hons)
Bachelor of Arts with Honours.
GDL
Graduate Diploma in Law — conversion qualification in English law.
Associate, Energy Institute
Associate of the Energy Institute (AMEI).
The Property Ombudsman
Member of The Property Ombudsman Scheme for RPSA surveying work.
TrustMark
Registered under TrustMark, the Government-endorsed quality scheme.

Where possible I link to the public registers so you can verify these credentials independently.

What this site covers

It serves three audiences, each with its own guidance:

  • Tenants — your rights, what landlords must do, and how compensation works. Start with your rights as a tenant.
  • Landlords — Awaab's Law duties, timescales and HHSRS compliance. Start with the Awaab's Law guide.
  • Professionals — HHSRS methodology, surveying and training. Start with the HHSRS hub.

How I keep this accurate (editorial approach)

  • Primary sources. Legal and regulatory points cite official sources — gov.uk and legislation.gov.uk.
  • Reviewed and dated. Each guide shows a "last reviewed" date so you can see how current it is.
  • Plain about scope. Guidance is for England; differences in Scotland and Wales are flagged.
  • Not legal advice. This is general information. For your specific situation, take professional advice.
